Shenzhen Municipality successfully issued RMB 1 billion offshore municipal government bonds in Macao

MACAU, September 10 - The People’s Government of Shenzhen Municipality successfully issued RMB 1 billion (hereinafter referred to as RMB) offshore municipal government bonds today (10 September) in Macao. This issuance marks the second consecutive year since 2025 that the Shenzhen Government has issued offshore RMB-denominated municipal government bonds in Macao, and the first issuance of Greater Bay Area themed sustainability bonds in Macao. The Monetary Authority of Macao congratulated on the successful bond issuance and expressed its gratitude to the Ministry of Finance of the People’s Republic of China and the People’s Government of Shenzhen Municipality for their support in promoting the high-quality development of featured financial sector in Macao.

This bond issuance is targeted at professional investors with an issuance size of 1 billion, a tenor of 3-year, and a coupon rate of 1.41%. The funds raised will be used water governance and healthcare projects. Additionally, these bonds have received pre-issuance stage certification from the Hong Kong Quality Assurance Agency (HKQAA). This issuance of municipal government bonds has drawn market attention and was oversubscribed.

Against the backdrop of the integrated development in the Guangdong-Hong Kong-Macao Greater Bay Area, the successive issuance of offshore RMB municipal government bonds by the Shenzhen Municipality in Macao deepens the financial collaboration between Shenzhen and Macao, and encourage more issuers to bring green and sustainable instruments to bond market in Macao, thereby facilitating the innovative development of green and sustainable finance market in the Greater Bay Area through the joint efforts by Shenzhen Municipality and Macao. To align with the objective of expediting the development of featured financial services under Macao’s third Five-Year Plan, the SAR Government will continue to nurture the development of Macao’s bond market to achieve substantial progress in accelerating the appropriate economic diversification.
